Arno Lamoer appointed WCape commissioner - SAPS

Career policeman with 30 years experience gets top job in province

APPOINTMENT OF PROVINCIAL COMMISSIONER - WESTERN CAPE

National Commissioner of Police, General Bheki Cele has today announced that Lieutenant General Arno Lamoer is appointed as Provincial Commissioner of the Western Cape with immediate effect.

In accordance with Section 207(3),  Chapter 11 of the Constitution of the Republic of South Africa, 1996 "the National Commissioner, with the concurrence of the provincial executive, must appoint a women or a man as the Provincial Commissioner for that province" who is thus responsible for policing in the province.

In pursuance of our Constitutional mandate, the South African Police Act, 68 of 1995 and the prescripts regulating employment in the South African Police Service, the Provincial Commissioner's posts of Gauteng, North West Province and Northern Cape, were accordingly filled as contemplated by the provisions of the Constitution. The prescribed processes for the filling of the posts in question were complied with.

It is therefore with pleasure, that the National Commissioner has announced the appointment of the following officer :

Lieutenant General Arno Lamoer

General Arno Hendrich Lamoer (50), joined the South African Police Service 30 years ago. Prior to him joining the police in 1980, he was an educator for two years.

General Lamoer excelled in the police as early as when he underwent his basic training where he was awarded an accolade for being the best student.

He is no stranger to the Western Cape Province where he actually began his illustrious career as a trainer and lecturer at the SAPS Bishop Lavis Training College from 1980 to 1986. During which period he progressed to the rank of Lieutenant.

Thereafter he was appointed as the Station Commander of Atlantis in the Western Cape. In 1990 he was transferred to the Manenberg Police Station and later where he was appointed as the Station Commander until 1994.

He was later transferred to the then Athlone District Commandant's office where he served as Area Head Visible Policing in Wynberg and Western Peninsula Area Offices. He was appointed in 1996 by the then Minister of Safety and Security to address corruption in the Western Cape and later in the same year he was appointed as the Deputy Area Commissioner, East Metropol, Western Cape.

During 1998 he was transferred to the Organized Crime and Public Safety Directorates which were headed by Advocate Percy Sonn. From mid- 2000 he served a Commander for Special Operations in the Western Cape, heading, amongst other thing, the Investigations into and operations against urban terror, as well as gangsterism in the Western Cape. During September 2001 he was appointed Area Commissioner for the South African Police Service in the Eastern Metropolitan.

General Lamoer was appointed Divisional Commissioner of the Division: Operational Response Services in 2002 and on 1 June 2006 he was appointed Divisional Commissioner of the then Division : Crime Prevention and Operational Response Services.

In his previous post, he was the Divisional Commissioner for Visible Policing which is responsible for all uniform policing in South Africa including peace-keeping operations under the banner of the UN/ AU as well as all major events (including 2010 FIFA World Cup) and specialized uniform support.

Lieutenant General Lamoer has managed his previous portfolios exceptionally well, with utmost determination and excellent leadership proving himself to be competent in the execution of his policing mandate.

"As a well a trained and experienced officer, coupled with his immeasurable knowledge of the Western Cape, General Lamoer is well suited to lead the police in that province", said General Bheki Cele.
