3-year tenders being steam-rolled through ahead of 2016 elections - EFF

EFF STATEMENT ON LOCAL GOVERNMENT STEAM ROLLED TENDER AWARDS

11 January 2016

The EFF has reliably learned that many local municipalities and metros are steamrolling tender award processes as a way to hold on to privilege for the next three years. These tender awards are first an admission of panic that many municipalities will have different political parties after 2016. This has led those in charge now signing three year contracts with the hope that they will be able to continue accessing privilege even when they are no longer in government.

This phenomenon has been observed in municipalities like Polokwane and Metros like Tshwane. In particular with the award of electrical and civil management works, as well as supply chain managment. The EFF would like to put it on record that wherever it will be government it will undo any illegal tendering awards regardless of whether their periods are exhausted or not.

The principle with which the EFF shall approach government will be to build internal capacity of government to do most if not all of the work being done through tenders. The EFF aims to build corrupt free government with eradication of tenders as stated in our Founding Manifesto. The abuse of process to try and outstay your privilege into the future will never be tolerated by EFF government.

Due process must be followed, with clear demonstration of capacity and efficiency of the required service, as well as demonstration of proper costing. All tender awards that would have not been properly awarded will be canceled, following by investigations with intention of criminal prosecution.
