Presidency announces new Director-General

The Presidency has pleasure to announce the appointment of Dr Cassius Reginald Lubisi as the Director-General of The Presidency with effect from the 1st of November 2010.

Dr Lubisi is currently the Superintendent-General of the Department of Education in KwaZulu-Natal, where he is responsible for the overall strategic direction and management of the Department.

An accomplished academic, educationist, public service manager and strategist, Dr Lubisi will bring to the Presidency many years of experience at a strategic level in the public service and academia.

Prior to joining the KwaZulu -Natal provincial government as head of department in 2005, Dr Lubisi was Deputy Director-General for General Education and Training in the national Department of Education.  He has also served as Special Adviser to Former Education Minister Kader Asmal. He was Chairperson of Umalusi, the Council for Quality Assurance in General and Further Education and Training, from June 2002 to May 2004.

He worked for 10 years as a lecturer and senior lecturer at the School of Education in the Pietermaritzburg campus of the University of Natal. On secondment from the University, he became the project manager and chairperson of the ministerial project committee to develop the National Curriculum Statement for Grades 10 to 12 from 2002 to 2003.

The Mpumalanga province-born Dr Lubisi studied at the University of Natal and completed his Bachelor of Science, Bachelor of Education and Higher Diploma in Education degrees, with the Bachelor of Education being completed cum laude.

Dr Lubisi completed his doctoral degree with the University of Nottingham in the United Kingdom, having researched the topic "An investigation into mathematics teachers' perceptions and practices of classroom assessment in South African lower secondary schools."

He has been involved in several projects, including the ministerial review of Curriculum 2005, Telematic Learning Systems, the South African Democracy Education Trust and the Nelson Mandela Foundation.

As DG in the Presidency, Dr Lubisi will also be Secretary of Cabinet and the Chairperson of the Forum of South African Directors-General (FOSAD).

President Jacob Zuma will rely on Dr Lubisi to ensure that Cabinet becomes a more effective instrument of socio-economic transformation, as the ultimate decision making authority in government, in line with the new vision and new way of doing things of the fourth democratic administration.

As the head of FOSAD, Dr Lubisi will be the link between the President and all DGs. He will work with the DGs to ensure that they bring to fruition the vision of the President to change the way government works in order to improve service delivery.

 "I am humbled by the trust the President has placed in me, and am overwhelmed by the responsibility I have been given. I will do my best, working with my colleagues, to ensure realization of the President's vision of a more effective, efficient and caring public service that meets the country's transformation goals", said Dr Lubisi.

Minister in the Presidency responsible for Administration, Mr Collins Chabane, wished Dr Lubisi well on this appointment.

PRESIDENT CONCLUDES DISCUSSIONS WITH FORMER DIRECTOR-GENERAL

President Jacob Zuma and Minister in the Presidency responsible for Administration, Mr Collins Chabane, have concluded discussions with the former Director-General in The Presidency Mr Vusi Mavimbela, about his role in the institution.

Mr Mavimbela will be deployed in the Department of International Relations and Cooperation.

The President thanks Mr Mavimbela for his contribution to The Presidency.

"We wish him well in his new deployment and are happy that he is not lost to the public service and to the Presidency as he remains part of the family when he is as at DIRCO," said Minister Chabane.
