‘Breaking the BEE Barrier to Growth’ − IRR to publish third paper in 'Blueprint for Growth' series
3 May 2024
For two decades, supporters of Black Economic Empowerment (BEE) have insisted that race-based measures are needed to overcome the effects of apartheid – but the facts show that BEE has failed.
Far from helping, BEE has proved to be one of the biggest obstacles to growth in South Africa. It has enriched an elite few while keeping millions in poverty. It disincentivises employment, growth, and investment. It is time for an alternative.
Such an alternative is the substance of the third in a series of policy-solution papers from the Institute of Race Relations, The IRR's Blueprint for Growth: Breaking the BEE Barrier to Growth, which will be launched with an online briefing next Thursday, 9 May.
This paper represents the consolidation of decades of research into BEE as a policy obstacle to real empowerment and economic growth in South Africa. It also sets out a practical non-racial alternative empowerment policy that incentivises economic growth rather than rent seeking, as is the case with BEE.
