Committee calls on party at all levels to exercise restraint in its response
STATEMENT ON THE MEETING OF THE ANC NATIONAL WORKING COMMITTEE HELD ON MONDAY, 27 MARCH 2023
The ANC National Working Committee (NWC) met in a regular session on Monday, 27 March 2023, to discharge its duties in terms of the ANC Constitution to implement decisions of the National Executive Committee (NEC) of the ANC and to prepare a report with recommendations for submission to the NEC at its next meeting.
In its deliberations, the NWC was guided by a report of the ANC National Officials. The following are some of the organisational, political and governance issues which were considered by the NWC:
CONDOLENCES AND WELL WISHES
The NWC paid revolutionary tributes to comrades Marhoom Moosa "Mosie" Moolla and Pule Thathe who passed away on the 21st and 25th of March 2023, respectively. The NWC also sent its deepest condolences to the families and loved ones of the two comrades.
Comrade Mosie was buried on the 26th of March and comrade Pule's funeral took place on Tuesday, 28 March 2023 at the Albertina Sisulu Centre, Orlando, Soweto.

PROGRAMME OF ACTION/ ACTION PLAN
The NWC noted that it adopted the Programme of Action / Action Plan on the 13th March 2023 which will be presented for adoption to the NEC. ANC NEC Subcommittees are expected to lead the national process of implementing the Programme of Action (POA).
BUYA TSHWANE PEOPLE'S MARCH: 17 MARCH 2023
The NWC commended the well-attended Buya Tshwane People's March in Tshwane led by the Secretary General, provincial, regional and Alliance leaders on Friday, 17 March 2023. The march was to highlight the lack of stability in the metro and to expose rampant mismanagement, maladministration, corruption and the collapse of services under the DA's tenure as a governing coalition party in the Metro. The campaign to expose the DA in the Tshwane Metro, other Metros and local municipalities they have messed up will continue.

4. CIVIL SOCIETY ENGAGEMENT: 18 MARCH 2023
The NWC commended the overall successful engagement with various civil society organisations on Saturday, 18th March 2023 at the Johannesburg City Hall, in Gauteng Province. The NWC will present recommendations to the NEC to strengthen the process nationally and provincially.
S. ELECTIONS AND BY-ELECTIONS
The NWC noted the report on work being done to prepare for the 2024 general elections, outcornes of by-elections which took place around the country and those scheduled for Wednesday 5th April 2023. The NWC particularly congratulated the victory the organisation scored in Swellendam, Western Cape, by winning the Ward from the DA.

DISCUSSION PAPER AND REPORT ON COALITIONS
The NWC noted and welcomed the report that the NEC team preparing a discussion paper and report on Coalitions as led by comrade David Makhura, has prepared a draft discussion paper on coalitions. The paper was discussed by the NWC and will be presented to the NEC at its next meeting for further discussion and decision.
ALLIANCE
The NWC noted and commended the two Alliance National Secretariat meetings which took place on the 15th and 22nd March to deal with a number of important issues. The NWC also welcomed the report that dates for the National Alliance Political Council and bilateral meetings in April 2023 between the ANC and SACP and ANC and COSATU respectively are being finalised. The Alliance Political Council and bilateral meetings will deal with important issues such as the Reconfiguration of the Alliance and preparations for the Alliance Economic and Energy Summit.

8.ANC LEAGUES
The NWC noted the reports tabled about the ongoing work being done by the ANC Youth League, Women's League and Veterans League National Task Teams to prepare for their National Conferences. An updated report will be presented to the NEC.
9.THE ANC YOUTH LEAGUE
The ANC NWC has decided that the NYTT needs to be reconfigured and augmented with individuals who can add impetus to the task of ensuring that a credible National Conference of the Youth League takes place within three months.

We have full confidence that this collective will deliver a national conference which will give rise to an ANCYL that is able to mobilise and rally the youth behind the African National Congress and champion the interests of young people.
In this regard, the ANC Youth League is expected to be convened by the end of June 2023 in and around Johannesburg.
10. LATEST POLITICAL DEVELOPMENTS
10.1. ELECTIONS IN MANGAUNG METRO
The ANC has taken note of election outcomes in Mangaung Metropolitan Municipality and is in consultation with its structures in the Free State Province. In addition we will call for consequence management where organisational mandates have been undermined.
10.2. ON THE LETTER BY FORMER PRESIDENT THABO MBEKI
The ANC finds it regrettable that a letter from former President Thabo Mbeki, directed at National Officials have landed in the public domain through a leak. The National Officials will discuss the said letter and seek an audience with former President Thabo Mbeki. It is only then that the ANC will consider a commentary on the contents of the letter and discussions with former President Mbeki.
There will be a temptation from some within our ranks to seek to respond to the contents of the letter. We call upon all members, leaders, rank and file to exercise restraint and allow National Officials and the NEC to engage with the contents of the letter.
