2470. Ms D Kohler-Barnard (DA) to ask the Minister of Police:

(1) How many copies of a certain magazine (name furnished) of the SA Police Service are produced each month;

(2) (a) what is the total (i) cost for the production of this magazine, (ii) cost per unit and (iii) cost to date for the (aa) production and (bb) distribution and (b) from which budget is the money sourced;

(3) (a) when was the first edition of this magazine, (b) to whom is it being distributed, (c) what is the purpose and (d) for how long will the magazine continue to run?

REPLY:

(1) 50 000 copies printed quarterly and not monthly.

(2)(a)(i) R14 .9 million - can change if there is an increase in printing production and postage cost in the industry as per tender provisions.

(2)(a)(ii) An average of R37.23 per unit.

(2)(a)(iii)(aa) and (bb)

R9. 845 million, all inclusive as per tender specifications. The 6th issue is in progress with three (3) outstanding.

(2)(b) SAPS Communication and Liaison Services budget.

(3)(a) June 2009.

(3)(b) The magazine was designed to capture international opinion makers, local communities, and community policing forums, universities and station areas with high crime volumes.

Therefore, the magazine is distributed to these target audiences.

 (3)(c) The purpose is, with the participation of communities, to showcase police efforts to combat crime as well as highlight successes and best practices.

 (3)(d) The magazine was subjected to proper tender process which was won by African Spirit media as the producer of the magazine for a period of two years. The contract is until March 2011.

Earlier this year the National Commissioner looked into this matter and has spoken to the relevant SAPS officials and expressed our concern over the impact and costs of this media tool. However the department is tied into a legal contract until the tender is concluded.
