RE: REQUEST FOR PARTNERSHIP FOR THE 17TH WORLD FESTIVAL FOR YOUTH

& STUDENTS (13 - 21 DECEMBER 2010)

The above matter bears reference.

The World Festival of Youth and Students (WFYS) is a socio-political and cultural programme founded by the World Federation of Democratic Youth (WFDY) in 1947.

WFDY is an international body with affiliates from 153 countries. The Festival will be taking place in South Africa between the 13th - 21st December 2010. This festival will be the largest gathering of youth and students ever to have taken place in SA and will be attended by approximately 30 000 youth and student delegates from all continents of the world.

The National Youth Development Agency (NYDA) has been appointed to coordinate the event, from which a local organising committee, known as the National Preparatory Committee (NPC) is responsible for the planning, project management and execution of plans and programmes for the preparatory phase leading up to the successful hosting of the event in December.

Extensive consultations are being held with partner departments at national level and presentations to the relevant cluster formations and organisations in the youth sector are being facilitated in order to ensure that the content and outcome of the Festival enhances South Africa's youth priorities across the various departments of government as well as ensure that they contribute positively towards the Presidential outcomes.

In order to host this Festival, the NYDA must raise sponsorships and engage partnerships to assist in meeting the Festival budget. We would like to appeal to the Western Cape Provincial government to assist us with a sponsorship of R5 250 000 million towards the event. This amount will be applied towards the costs for the participation of 1500 youth from all regions of the Western Cape in the 17th World Festival of Youth & Students as follows:

R350 p/person p/day x 10 days = R5 250 000 and this will cover the following:

Transportation

Meals

Accommodation

Registration and Accreditation

Conference Material

Amongst others, the Festival provides an opportunity for the country to:

• mainstream and integrate youth development in all organs of state, private sector and civil society for sustainable livelihoods by creating awareness of youth issues, building partnerships with government departments and upscaling the understanding of government programmes

• initiate, facilitate, implement, coordinate and monitor youth development interventions aimed at reducing youth unemployment and promoting social cohesion

• advance youth development through guidance and support to initiatives across sectors of society and spheres of government.

• embark on initiatives that seek to advance the economic development of young people.

• The 17th World Festival of Youth & Students also presents an opportunity to build on the spirit and legacy of Fifa World Cup 2010 and to continue to enhance South Africa's reputation as an excellent host, promote South Africa as a tourist destination and continue to raise awareness of the country internationally.

• As this will be the first time that the World Festival of Youth & Students in its 65 year history will be hosted in the SADC region of Africa, we believe this presents an opportunity for South African and African youth to promote the African agenda regarding responses to defeating social ills and promote peace, solidarity and social transformation. South Africa, once again, has an opportunity to influence international thinking and policy development in this context.

The 17th Festival of Youth & Students will benefit the youth in South Africa in the following ways:

• Provides a platform to stimulate activism & awareness amongst a broad spectrum of young people and heighten debate around social and political issues for the youth of SA from the social, political and economic discussions at the festival

• Campaigns for the universal access to education will be intensified

• Scale up campaigns against xenophobia, racism and other related intolerances

• Ensure that we interrogate our own national agenda for youth development and empowerment aligned to our current policies of government and to give action to the mandate of the National Youth Development Agency.

• Increase international partnerships and networking opportunities with like minded youth leaders from around the world

• Promote Economic opportunities & benefits from hosting the event in terms of the local organizational spend, as well as foreign spending in the country for the duration of the event

Given the limited time we have in preparing for this event as well as the priority areas we would like to finalize before the opening, we would be happy to meet with you at your earliest convenience and provide any additional information which you may require.

We would also like to use this opportunity that the meeting will afford us to discuss future partnerships that the Nyda, as an agency of government on youth issues, can establish with your government.

We would appreciate your urgent attention to the above matter.
