DA MP says regulations also state that those dismissed for misconduct cannot serve as MMs

Tsenoli tables regulations on appointment of Municipal Managers

The DA welcomes the tabling in Parliament of regulations to guide the appointment of senior managers at local government.

The DA has pushed for over two years for these regulations to be tabled and is pleased that the new Minister of Cooperative Governance and Traditional Affairs, Lechesa Tsenoli, has heeded our calls.

These regulations form part of the Local Government Municipal Systems Amendment Act of 2000 and outline the minimum competences and qualifications for municipal managers and senior managers in addition to specifying categories of misconduct that would preclude appointment.

The DA is particularly pleased that the regulations contain the following provisions:

  • Compulsory competency tests for all prospective municipal managers; and
  • Those dismissed for misconduct or convicted of an offence are prevented from serving as municipal managers.

Now that the regulations have been tabled, the Minister must ensure that they become effective without any further delay.

It has taken almost two years for these regulations to reach Parliament. No more delays can be afforded.

Our municipalities deserve the most effective, clean and reliable government possible.
