Corruption exposed in Midvaal - SACP Gauteng

Party also welcomes the outcome of ANC's disciplinary process against ANCYL leaders

SACP Gauteng Province media statement on the report of the Public Protector on the Midvaal Local municipality

The Provincial Working Committee (PWC) of the SACP Gauteng Province held its meeting on the 13th of November 2011 and deliberated on the following issues:

1. Public Protector Report on the Midvaal municipality;

2. Tolling of the Gauteng Roads;

3. Assessment of the Red October;

4. Global balance of forces.

Public Protector Report on Midvaal

The SACP Gauteng Province welcomes the report on Midvaal municipality which points to acts of financial maladministration despite the misguided and false view the Democratic Alliance (DA) that Midvaal is the best run municipality in Gauteng.

The issues raised by the report are very serious as they expose corruption with regard to procurement processes in the municipality. In fact, the report states that proper procurement processes were not followed in the issuing of contracts.

As the SACP Gauteng Province, we will be commencing with a rigorous consultation process with our local structures in Midvaal, the Alliance at a provincial level to formulate a proper programme of action to deal with corruption and mismanagement of the resources meant for the provision of services to the working class.

We will ensure a sustained action against the municipality to ensure that the working class in Midvaal is vigilant and consistent until the next round of local government elections where we will certainly ensure the ANC rules the municipality. Our programme of action will focus on service delivery, and also to ensure that criminal action is taking against any person involved in corruption and maladministration.

Tolling of Gauteng Roads

SACP Gauteng Province we note the current process of hearings on the Toll-gate system. We wish to reiterate our long standing position that the current Toll-Gate system impact negatively on living conditions of the working class, and only serves to enrich tenderpreneurs, and the elite. We however note the decision of national government and Cabinet on the current Toll-gate system.

We however believe that government must defend the working class by prohibiting and putting a complete stop on all planned Toll-Gates. We also strongly believe that National must centralise all major projects and initiatives by provincial governments and municipalities to avoid costs escalation and poor planning.

In this regard we note the costs escalation of the Gauteng Train, the privatisation of the management of the Rea Vaya Bus Service, and the current costs relating to the Gauteng Highway Improvement Project.

We call on National Government to set a cost threshold for all such initiatives with high costs to be managed and controlled by at national level, this will also deal with acts of corruption and misappropriation of governments funds to enrich tendepreneuers.

Global Balance of Forces

As the SACP we note the ongoing crisis and decline of Imperialism in the world. We believe that current developments in the Euro-zone and the sustained nature of the crisis vindicate and reaffirm the correctness and validity of the Marxist-Leninist theory and practice. We do not believe that the current manoeuvres of bail-outs and credit extensions to governments will resuscitate the all ready decaying capitalist system.

Preparations for the Joe Slovo Campaign in January in 2012

PWC resolved that as part our celebrations of the ANC Centenary in 2012, we will organise one of the most successful and biggest events to celebrate the revolutionary life of our late General Secretary Joe Slovo on the 6th January 2012 in Avalon Cemetery in Soweto.  We believe that this event should prepare the country and the working class for the most successful Centenary celebration of the ANC.

Outcome of the ANC disciplinary processes

The SACP Gauteng Province welcomes the outcome of the disciplinary processes of the ANC on the leadership of ANC Youth League. Whist we respect the independence of each alliance structure to run its own internal disciplinary processes, we believe the ANC as the leader of the Alliance is on track to unite all forces and structures of the Alliance as we enter its Centenary celebration. We believe all structures of the Alliance must intensify discipline within their ranks as a basis and condition of the unity of the whole Alliance and the mass democratic movement.
