The report of the former Public Protector, Adv. Thuli Madonsela is a shocking testimony of a government and state institutions which, under a tarnished president, has become cancerous with dishonesty and corruption in apparent total subservience to the Guptas of Saxonwald, Dr. Pieter Mulder, Leader f the FF Plus, says. 

Dr. Mulder says given the 355 pages which paint a picture of unbridled dishonesty, the whole Cabinet should be placed in the dock with the president, as they have for years been thoroughly aware of the allegations.

He says the FF Plus welcomes the recommendation that president Jacob Zuma must within 30 days appoint a commission of inquiry headed by a judge solely selected by the Chief Justice himself, and not the president.

“Adv. Madonsela’s recommendation that enough money must be made available for the commission to do its work clearly reflects on her personal experience with the state capture investigation which hampered her office due to a lack of finances.

“The ANC and its leadership can no longer deny that their president is a stain on the country’s name. The commission will in the interest of South Africa have to cut hard and deep to remove the malignancy from the government and the South African society.

“Further investigations will have to be undertaken to establish how far and deep the influence of dishonesty has permeated throughout state institutions and parastatals. Eskom is one example which is thoroughly dealt with in the report.

“An investigation will also have to be done into institutions such as the Hawks and its head, Lt-Gen Berning Ntlemeza, and the National Prosecuting Authority (NPA) and its senior management under the leadership of Adv. Shaun Abrahams.

“Section 96 of the Constitution clearly stipulates how ministers have to act in accordance with their own ethical code. It entails, amongst others, that they may not undertake any other work for which they receive remuneration, or abuse their position to enrich themselves. The report of the PP repeatedly shows how this code may have been breached without any action being taken against the relevant individuals.

“Against the background of the statement, serious questions should also now be asked about the actions of the new PP, Adv. Busisiwe Mkwhebane.

“If she did have access to the report and nevertheless saw no need to take it further, and her statement that state capture was not important to her, the red lights should be flickering loud and clear about her appointment.

“It will now have to be investigated in an attempt to cut the tumour of the Zuma-era to the bone and remove it,” Dr. Mulder said.
