ANC retains 12 wards, loses one, and wins five more, DA retains six and loses two
Results of the by-elections held on 9 December 2020
The Electoral Commission is pleased to announce the results of the 24 by-elections held across 17 municipalities in all nine provinces on 9 December 2020.
Results per party:
The African National Congress:
- retained 12 wards
- lost 1 ward

- and won 5 new wards.
The Democratic Alliance:
- retained 6 wards
- lost 2 wards

The Land Party:
- won 1 new ward
The Better Residents Association:
- lost 3 wards

Average turnout in the by-elections was 34.56 percent with the highest turnout being 62.93 percent (ward 3 in NC084 - !Kheis) and the lowest being 11.72 percent (ward 15 in the City of Cape Town).
Ward by-election results:
Eastern Cape:
- Mpho Mahleza of the ANC won in Ward 23 in the Raymond Mhlaba Municipality – EC129. The party retained the seat it won in the 2016 Municipal Elections with 64.89% of the votes cast compared to 48.47% in the 2016 Municipal Elections. Voter turnout yesterday was 39.54%.

- Sevuyile Mfeki of the ANC won in Ward 13 in the Engcobo Municipality – EC137. The party retained the seat it won in the 2016 Municipal Elections with 93.41% of the votes cast compared to 90.79% in the 2016 Municipal Elections. Voter turnout yesterday was 42.53%.
Free State:
- Johan Johannes Nhlapo of the ANC won in Ward 20 in the Dihlabeng Municipality – FS192. The party retained the seat it won in the 2016 Municipal Elections, with 85.50% of the votes cast compared to 50.92% in the 2016 Municipal Elections. Voter turnout yesterday was 48.82%.
- Motlhokung Theodorah Mosala of the ANC won in Ward 11 in the Manguang Municiapality – MAN. The party retained the seat it won in the 2016 Municipal Elections with 76.65% of the votes cast compared to 77.55% in the 2016 Municipal Elections. Voter turnout yesterday was 22.17%.
Gauteng:
- Lornette Jayne Joseph of the DA won in Ward 27 in the Ekurhuleni Municipality – EKU. The party retained the seat it won in the 2016 Municipal Elections, with 74.26% of the votes cast compared to 91.89% in the 2016 Municipal Elections. Voter turnout yesterday was 26.11%.
- Mary Elizabeth Goby of the DA won in Ward 28 in the Ekurhuleni Municipality – EKU. The party retained the seat it won in the 2016 Municipal Elections, with 78.72% of the votes cast compared to 90.62% in the 2016 Municipal Elections. Voter turnout yesterday was 27.87%.
- Musa Sylvia Nkosi of the ANC won in Ward 42 in the Ekurhuleni Municipality – EKU. The party retained the seat it won in the 2016 Municipal Elections, with 40.58% of the votes cast compared to 44.03% in the 2016 Municipal Elections. Voter turnout yesterday was 20.19%.
KwaZulu-Natal:
- Zoë Adele Solomon of the DA won in Ward 66 in the Ethekwini Municipality – ETH. The party retained the seat it won in the 2016 Municipal Elections, with 85.03% of the votes cast compared to 80.46% in the 2016 Municipal Elections. Voter turnout yesterday was 25.35%.
Limpopo:
- Mashudu Meltah Munzhelele of the ANC won in Ward 01 in the Musina Municipality – LIM341. The party retained the seat it won in the 2016 Municipal Elections, with 63.46% of the votes cast compared to 64.14% in the 2016 Municipal Elections. Voter turnout yesterday was 32.48%.
- Matome Josiah Mathekga of the ANC won in Ward 20 in the Blouberg Municipality – LIM351. The party retained the seat it won in the 2016 Municipal Elections, with 74.57% of the votes cast compared to 74.42% in the 2016 Municipal Elections. Voter turnout yesterday was 42.76%.
Mpumalanga:
- Lucky Nhlanhla Shongwe of the ANC won in Ward 05 in the Nkomazi Municipality – MP324. The party retained the seat it won in the 2016 Municipal Elections, with 78.44% of the votes cast compared to 90.78% in the 2016 Municipal Elections. Voter turnout yesterday was 21.74%.
- Thandeka Vestar Ngcane of the ANC won in Ward 15 in the Nkomazi Municipality – MP324. The party retained the seat it won in the 2016 Municipal Elections, with 85.67% of the votes cast compared to 76.04% in the 2016 Municipal Elections. Voter turnout yesterday was 27.11%.
- Matthews Mangani of the ANC won in Ward 08 in the Bushbuckridge Municipality – MP325. The party won the seat from the Better Residents Association which had won it in the 2016 Municipal Elections. The total votes cast in favour of the candidate was 71.85% compared to 58.11% in the 2016 Municipal Elections. Voter turnout yesterday was 30.17%.
- Grinios Betsang Sebatane of the ANC won in Ward 18 in the Bushbuckridge Municipality – MP325. The party won the seat from the Better Residents Association which had won it in the 2016 Municipal Elections. The total votes cast in favour of the candidate was 84.45% compared to 53.51% in the 2016 Municipal Elections. Voter turnout yesterday was 14.82%.
- Selby Owen Malatsie of the ANC won in Ward 32 in the Bushbuckridge Municipality – MP325. The party won the seat from the Better Residents Association which had won it in the 2016 Municipal Elections. The total votes cast in favour of the candidate was 68.27% compared to 47.19% in the 2016 Municipal Elections. Voter turnout yesterday was 25.05%.
North West:
- Kekgethile Makutle of the ANC won in Ward 10 in the Ratlou Municipality – NW381. The party retained the seat it won in the 2016 Municipal Elections with 69.05% of the votes cast compared to 55.80% in the 2016 Municipal Elections. Voter turnout yesterday was 38.53%.
Northern Cape:
- Victor Siphiwo Dolopi of the ANC won in Ward 3 in the Thembelihle Municipality – NC076. The party retained the seat it won in the 2016 Municipal Elections with 53.30% of the votes cast compared to 54.16% in the 2016 Municipal Elections. Voter turnout yesterday was 62.09%.
- Annaline Tobias of the ANC won in Ward 3 in the !Kheis Municipality – NC084. The party retained the seat it won in the 2016 Municipal Elections with 51.57% of the votes cast compared to 51.71% in the 2016 Municipal Elections. Voter turnout yesterday was 62.93%.
Western Cape:
- Ian Patrick Mc Mahon of the DA won in Ward 15 in the City of Cape Town Municipality – CPT. The party retained the seat it won in the 2016 Municipal Elections with 82.30% of the votes cast compared to 84.17% in the 2016 Municipal Elections. Voter turnout yesterday was 11.72%.
- Sonja Deidre Beginsel of the DA won in Ward 9 in the Langeberg Municipality – WC026. The party retained the seat it won in the 2016 Municipal Elections with 41.86% of the votes cast compared to 60.35% in the 2016 Municipal Elections. Voter turnout yesterday was 45.75%.
- Michael Mhana of the Land Party won in Ward 12 in the Overstrand Municipality – WC032. The party won the seat from the ANC which won it in the 2016 Municipal Elections. The total votes cast in favour of the candidate was 56.15% compared to 88.69% in the 2016 Municipal Elections. Voter turnout yesterday was 37.99%.
- Fielies September of the DA won in Ward 4 in the Oudtshoorn Municipality – WC045. The party retained the seat it won in the 2016 Municipal Elections with 43.46% of the votes cast compared to 43.95% in the 2016 Municipal Elections. Voter turnout yesterday was 37.53%.
- Naomi Jonkers of the ANC won in Ward 05 in the Oudtshoorn Municipality – WC045. The party won the seat from the DA which won it in the 2016 Municipal Elections. The total votes cast in favour of the candidate was 33.70% compared to 35.58% in the 2016 Municipal Elections. Voter turnout yesterday was 42.76%.
- Booi Berry of the ANC won in Ward 10 in the Oudtshoorn Municipality – WC045. The party won the seat from the DA which won it in the 2016 Municipal Elections. The total votes cast in favour of the candidate was 41.73% compared to 43.35% in the 2016 Municipal Elections. Voter turnout yesterday was 43.59%.
