Note to editors: This is the speech that was delivered by DA Parliamentary Leader, Lindiwe Mazibuko MP, during the DA's election campaign rally in Upington, Northern Cape,  today.

Here, in Morning Glory, I welcome you to a new dawn for the Northern Cape.

The dawn of hope and prosperity. 

The dawn of jobs and a government free from corruption.

Mense! This is the dawn of a DA government in the Northern Cape!

Die DA is hier om die Noord-Kaap te wen. En met julle ondersteuning sal die DA die Noord-Kaap wen!

Die DA dra die belofte van die nuwe Suid-Afrika. Hierdie belofte is omvat in ons Grondwet. Dit is ‘n belofte wat binne die bereik is vir die Noord-Kaap! 

[The DA carries with it the promise of the new South Africa enshrined in our Constitution. This promise is within the reach of the people of the Northern Cape.]

Ons glo Suid-Afrika behoort aan almal wat daarin woon. A nasie van mense verenig in ons diversiteit.

[We believe that South Africa belongs to all who live in it. A nation of peoples united in our diversity.] 

Many political parties talk about diversity but the DA is the only party that walks the talk of diversity. 

The DA is the most racially diverse party in South Africa and represents the best that South Africa has to offer regardless of race, gender, or background. 

Jaaka Afrika Borwa, pharologanyo ya rona ke maatla, ke ka moo maatla ao a tlang mo Kapa Bokone.

[Like South Africa, our diversity is our strength. It is this strength that is coming to the Northern Cape.] 

The people of the Northern Cape are all too familiar with the ANC's "good story".

It is the "good story" of John Block, the ANC's Provincial Chairperson - a man who is facing charges of corruption, fraud and money-laundering to the value of R49 million.

It is the "good story" of Premier Sylvia Lucas, who spent nearly R50 000 of public money on KFC, Spur and Wimpy in her first 10 days in office.

It is the "good story" of President Zuma, who allowed R246 million of public money to be spent upgrading his private home at Nkandla.

Dit is die storie van Zuma se ANC - ‘n regering wat so gemaklik, so arrogant, in sy posisie as owerheid is dat hy vergeet van daardie selfde mense wat hom as regering ingestel het.

[This is the story of Zuma's ANC - a government that is so secure, so arrogant, in its position as government that it has forgotten about the very people who put it in government.]

Dit is dié korrupsie wat die dienslewering voorkom.

[Corruption prevents the government from delivering services.]

Ons kan hierdie verlies van dienslewering sien hier in Morning Glory. In hierdie einste gemeenskap is daar sommiges wat al huise ontvang het. Maar daar is te veel mense wat nog wag vir hulle huis. En mense wat nie aan die ANC geheg is nie is heel onder aan die lys. 

We can see this all around us here in Morning Glory. In this very community, there are some who have received government housing. But too many people are still waiting for their house. And people who have no connection to the ANC are the people who are right at the bottom of the list.

So terwyl Zuma se ANC te besig was om Nkandla op te bou vir President Zuma, was die mense van Upington en die Noord-Kaap besig om te ly sonder behoorlike behuising.

[So while Zuma's ANC was too busy building up Nkandla for President Zuma, the people of Morning Glory and the Northern Cape were suffering without proper housing.]

En wat van die mense wat reeds ‘n huis ontvang het?

[And what of those who have received government housing?]

I have travelled across South Africa where I have seen government houses falling apart. Once again, it is ordinary South Africans who pay for the corruption of Zuma's ANC. 

In our Parliament, the DA is making sure that all members of government are held responsible for their corruption. No one in this country can steal money from the people of South Africa and be allowed to get away with it. Not while the DA is around.

This is why the DA called for a special committee on the Nkandla scandal to let Parliament investigate any misconduct or possible corruption by President Zuma and the ANC's Ministers.

This committee was established just this past Thursday and I will be there fighting for accountability, for Parliament, and above all - for the people of South Africa. The ANC must explain how R240 million came to be spent on one man's private palace.

The ANC will try to defend President Zuma. They will try to stop the work of the committee. They will try to make Parliament the toothless lapdog of the ANC.

But for so long as I and the DA are on this committee, President Zuma will answer to the people's representatives in Parliament.

And on 7 May, President Zuma will answer to you, the people of South Africa.

That is why a vote for the DA is so important right now. A vote for the DA will improve our ability to fight corruption in our government. A vote for the DA will change the Northern Cape.

[South Africans know that the DA is the only party that is fighting corruption and cleaning up the mess of the ANC's corruption.]

In the Western Cape, the DA government spent R12.5 million just to fix up houses built by the ANC government. The DA government has also worked hard to ensure that more South Africans have the title deeds to their own homes. 

Your home is your property! Jou huis is jou eiendom!

Housing is the first step towards changing South Africa to be more inclusive. By giving more South Africans access to assets, a DA government will help you to achieve greater economic freedom. 

The second step is to fix our economy to create 6 million REAL jobs in South Africa. 

Werkskepping is die belangrikste prioriteit vir die DA regering.

[Job creation is the most important priority for the DA government.]

Zuma se ANC het net één werk gelewer vir elke tien wat hulle belowe het. En vandag is daar 1.4 miljoen meer werklose Suid-Afrikaners as toe President Zuma ingetree het.

[Zuma's ANC has delivered only one job for every ten jobs that they promised. Today, there are 1.4 million more unemployed South Africans than when President Zuma took office.]

And in this election, the ANC has not promised one real job - only work opportunities! 

The ANC knows that it cannot create jobs.

The ANC only continues to implement laws that will kill jobs! 

Die ANC hou net aan om wette te maak wat werksgeleenthede doodmaak!

At the end of February, the ANC's Minister of Labour issued new employment regulations that will use race quotas to force national racial representivity in areas where this cannot work. 

According to these regulations, in the Northern Cape, where coloured South Africans make up 40% of the local population, they will only be able to fill 9% of professional and senior staff levels in any enterprise or institution.

The DA rejects these irrational racial quotas that kill jobs and prevent people from deciding where they want to live in South Africa. Never again will a South African be forced to move because of the colour of their skin. 

Instead, the DA will promote the advancement of previously disadvantaged South Africans by extending opportunity and including more South Africans in the economy.

This can only be done by giving our children quality education, supporting entrepreneurs and small businesses and cutting government red tape.

The DA's policies will include more South Africans in the economy than ever before.

The DA's policies will create jobs, not kill jobs.

These are just a few of the measures that a DA government can and will implement to grow our economy at 8% and create six million real jobs. 

These are tried and tested policies that have already changed thousands of South Africans lives for the better in the Western Cape.

[Today, the Western Cape has the lowest unemployment levels. The lowest in South Africa.]

While the ANC dragged its feet on the Youth Wage Subsidy, the DA created more than 6000 work-based learning opportunities in the Western Cape through the Work and Skills Programmes and the Premier's Advancement of Youth project. 

These DA initiatives gave the youth of the Western Cape a step-up to get the training that they needed to get a real job.

[Here is the man that will change the Northern Cape - Andrew Louw.]

Ek en Andrew het in 2009 saam in die Parlement gedien waar Andrew uitmuntende werk gedoen het in die arbeid portefeulje. Hy het hard gewerk om seker te maak dat ons arbeidwetgewing werkskeppend en meer inklusief is.

[Andrew and I served in Parliament together in 2009 where Andrew did some outstanding work on the labour portfolio. He worked hard to ensure that our labour laws would create jobs and be more inclusive.]

Maar in 2010 het hy ‘n roeping aanvaar om weer die mense van die Nood-Kaap te dien.

[But in 2010, he accepted a call to again serve the people of the Northern Cape.]

Here in the Northern Cape, Andrew has fought hard to uncover corrupt officials like John Block and Premier Sylvia Lucas. Andrew stands up for service delivery and job creation. He is committed to achieving a Northern Cape with a transformed, inclusive society. 

I have no doubt that Premier Louw will transform the Northern Cape into a prosperous province. 

This is the change that a DA government can bring to the Northern Cape.

This is the change that creates jobs.

This is the change that is within your grasp. 

The dawn of a DA government in the Northern Cape is upon us. 

Op 7 Mei sal jou stem beslis of die son weer sal opkom oor ‘n regering van korrupsie, of of daar ‘n nuwe dag sal wees, waar die son sal opkom oor ‘n nuwe regering. ‘n Regering van geleenthede vir almal. ‘n DA regering wat aan almal lewer!

Your vote on 7 May determines whether the sun will again rise on a corrupt government or whether it will rise on a new government. A government of opportunity for all. A DA government that delivers to all!

Mense, together we can choose change.
