Motion of no confidence in the Speaker 

11 September 2014

Note to Editors: This motion of no confidence in the Speaker of the National Assembly, Baleka Mbete, was delivered by DA Parliamentary Leader Mmusi Maimane MP, in the National Assembly, today

I hereby give notice on behalf of the Democratic Alliance - 

That the House -

1. notes the unacceptable level of disruption in sittings of the Fifth Parliament; 

2.  notes the Speaker's inability to resolve key rule-related matters of the House swiftly; 

3.  notes that the Speaker prevented an oral question session in the last term by not availing herself or another presiding officer from a conference; 

4. notes the Speaker's inability to protect the institution from the deliberate use of spurious Points of Order that have repeatedly shut down democratic practice;

5. notes the Speaker's failure to instil respect in the authority the institution and restore order on the sitting of 21 August 2014;

6. condemns the Speaker for remaining the Chairperson of the ANC while serving as Speaker of this House;

7. condemns the Speaker for cancelling meetings of the Parliamentary Oversight Authority;

8. condemns the Speaker for not acceding to our request to have the Parliamentary Oversight Authority meet more frequently;

9. condemns the Speaker for making political appointments to her office from unelected ex-MPs costing millions of Rands; 

10.  Passes a motion of no confidence in the Speaker.
