YCLSA LIMPOPO STATEMENT ON THE DECISION OF THE NATIONAL EXECUTIVE CABINET'S DECISION TO PLACE LIMPOPO PROVINCIAL GOVERNMENT UNDER PARTIAL ADMINISTRATION
The Young Communist League of South Africa (uFasimba) revolutionarily counts it a humbling honour to have rallied and continues to rally behind its mother body, the SACP, and its ever dependable revolutionary ally, COSATU on their previous and current political calls to the National Government to place the Limpopo Administration under partial administration, a call that has been made dating back from the 15th September 2011.
We applaud the decisive and frankness that has been explored and deliberated upon by the National Cabinet in administratively saving the Provincial Administration from the complete quagmire and doldrums shoddy public administration in the Province. The said appalling state of the administration has never been experienced even during the most reactionary, colonial and repressive administration in the history of humankind.
The decision of Cabinet is supported and welcomed by the YCLSA, mindful of the basic values and principles governing public administration as explicitly enshrined under Chapter 10, Section 195(1) of the Constitution of Republic of South Africa, 1996.The above cited Section enjoins every State Organ inclusive of the public administration(s), under Paragraph (b) that "Efficient and effective use of resources must be promoted"
We remain politically flabbergasted by certain "political kindergartens "who masquerades as legitimate political formations who incorrectly and maliciously asserts that the said decision has everything to do with the upcoming Provincial Conference of the ANC to be held during December 2011 at University of Limpopo, Polokwane Campus. This is sheer political myopism at its best form, because nobody can, must prescribe and pontificate to the masses as to the correct timing of waging a revolution. The material condition will always dictate and prescribe the ideal timing of the revolution. We appeal to the NEC of the ANC to exercise iron discipline against any insinuations directed against Cabinet and NEC, under the political stewardship of President Jacob Gedleyihlekisa"isizukulwana sa Senzangakhona-ka-Mashobane, Msholozi Zuma.
For the record, Section 100(1) of the Constitution of RSA directs that "When a Province cannot, or does not fulfill an executive obligation in terms of the Constitution or legislation, the National Executive may intervene by taking any appropriate steps to ensure fulfillment of that obligation, including, and not limited to among others, assuming responsibility for the relevant obligation in that Province, to the extent necessary maintain essential national standards, or meet established minimum standards for the rendering of service, Paragraph(b)(i)of the Constitution.
