SACP Mpumalanga Provincial Council Declaration
We, 562 delegates, gathered in the Former KwaNdebele college of education, in Siyabuswa on the 18-19 June 2011, hereby declare that the NDR (as the direct route to socialism) remains the relevant strategy in the immediate future to transform our country from its apartheid and colonial past in a quest to turn our country into a non-racial, non-sexist, united and democratic society, where the needs of the working class will be primary.
We welcome and appreciate the victory of the ANC, in the past local government elections which put at the forefront, views of communities, in its selection of candidates. This has not only contributed to the victory of the ANC, but to deepening democracy and participation of communities in matters affecting their lives. Council believes that going forward, the strategy of community participation in candidate selection should be consolidated and strengthened as part of acknowledging the role of our people as envisaged in the freedom charter.
We re-affirm that the Party remains the only true vanguard and a tireless fighter with and for the working class and the poor. The party's role and it's leadership, in the struggle of the working class and the poor can be found in its historical and ideological track record, the role it played and still play, in advancing working class interests by implementing programmes on the ground, not through demagoguery, populist empty rhetoric, vanguardism is not a trophy to be paraded on platforms for political expediency and populism.
It is a responsibility based on scientific Marxist analysis of both objective and subjective material conditions, then provide a matured, adult leadership, not a juvenile delinquent confusion. COSATU remains a giant federation of workers in South Africa, led by militant but well educated revolutionaries in Marxism and Leninism that is corroborated by millions of workers, who still are unwavering, committed members of this giant advanced detachment of the working class. Real revolutionaries in the country and the world, have witnessed and appreciated COSATU'S militant struggles in defence and advancement of its members interest unapologetically.
Whilst acknowledging and appreciating the recent national treasury's guideline on the issuing of tenders, appreciating it as our important victory, we however believe that, tendering system in our government, society and even our movement, is the main source of moral and political degeneration.
It is also the main source of conflicts and factionalism, breeds high levels of greediness and corruption. We therefore call for the strengthening of the public sector supply-chain mechanisms in a manner that deters any possibility and space for fraud and corruption. We are not convinced that every delivery mode to our society should be through outsourcing
We re-affirm our support for the Central Committee leadership lead by the General secretary Cde Blade Nzimande, convinced that, this leadership collective, put the SACP to a very high level of political maturity, filled with revolutionary and intellectual acumen. We continue to believe that in their leadership, our MTV as the most relevant programme, to bring about revolutionary change, shall be implemented to its logical/illogical conclusion.
We reaffirm our resolve to deepen and consolidate a national democratic revolution as an uninterrupted, direct route to socialism, hegemonising and growing the Party in the province. We shall work towards a goal of building as many VD branches as possible, in pursuance of our 12th national congress resolutions.
The council believes that the activist Party character based on campaigns has impact on our people, revitalization of street committees, strengthening of land committees and ward committees should be deepened and consolidated as part of building community driven transformation in villages and cities in our province.
We further believe that state power is central in transforming the power relations in our country in favour of the working class. State power remains the highest concentration of power, yes, we want working class hegemony over it, and it can't only be the domain of tenderpreneurs for selfish accumulation.
It is a platform that has an ability to bring about fundamental change that can end poverty, unemployment and exploitation in our society and advance initiatives that are broad based and have sufficient impact, like co-operatives which will involve the majority of our people in the productive economy.
We welcome the initiative on the new growth path framework, as a positive step to initiate engagements for a strategic policy shift. The council also notes the progress that has been done in the adaptation of the growth path to the province and we shall therefore further assess its impact to the province.
We strongly believe in a radical, revolutionary but rational shift of our economy to benefit all people in the country, we pledge to come up with programmes that shall agitate for re nationalisation of Sasol and Mittal steel, thus honouring the implementation of our 12 National Congress resolution.
We welcome and appreciate the confidence and the responsibility given to us by the Central Committee in bringing the launching of the celebrations for the SACP'S 90 years of unbroken struggle for socialism in our province. This is an honour and a further indication of the growth and hegemony of the Party in the province and beyond. We pledge to deliver a dignified celebration that befits the stature of our party's long time service to our people.
